This is where the 3rd installment of the PMMCT took place, where the greatest Mega Man Character ever [at least, for now], was decided on by you, the people of Prototype.
There was 96 characters this time around, too.
Here's how it went down: In each battle, I posted pairs of characters, and the people of Prototype voted for their favorite character in each pair. Not who they thought would WIN that fight, but, which one they liked more than the other. VOTERS HAD TO HAVE VOTED IN ALL BATTLES THAT TOOK PLACE IN THAT ROUND, OR THEIR ENTIRE VOTE WAS NULL AND VOID.
Voters could edit their votes as much as they wanted, but, after 11:59 PM, all votes were final. The winners of each battle advanced to the next round. In the case of any ties, your truly made the deciding vote, like I always did, and, of course, I barred myself from voting, otherwise, like I always did.
The 12 characters that won their divisions faced off against each other in the Grand Division, the final Division of the Tournament, where they did battle against each other. The winner of THAT Division won the title of "Greatest MM Character Of All Time [at least, for now]".

Vile. Terra is neat in his own ways, but of the two, it's Vile that I'd be willing to shine a spotlight on. Sigma is very much a villain to all of the X series protagonists, but I've always felt that Vile is a much more personal nemesis to X, since Zero literally blew himself up to weaken him, and it was up to X to finish Vile off.
I just like story and character development, both intrinsically to one's own self and also his impact on others, and Vile has much more potential on that front than Terra imho.
For much of the same reasons as TheDoc, I feel Vile is much more well known as a character, and adding that Vile has appeared in multiple games as opposed to Terra just appearing in one game. For me the choice would be a lot harder if it was Bass vs Vile instead.
Terra easily gets my vote here. Despite appearing in three games, Vile really never....does anything beyond serve as little more than just a basic henchman for me. After X1, he serves to be nothing more than just a glorified occasional boss whose only defining trait is his feverish hate of X. And while his rivalry with X is what I believe to be one of the defining traits of the X series, and really well-defined in Maverick Hunter X....About 66.666% of the time he's just there. Another obstacle that harkens back to a time where he was used more effectively, and even then that effectiveness is really just to show off how radical Zero is. His design's also just a purple Boba Fett, but to be fair it's still a really cool design
Terra, on the other hand? Despite his 1-game appearance, he really nails it out of the park. His design is pretty damn cool, his weapon is pretty damn cool, and he's got an actual backstory to him that helps connect the points of the extraterrestrial robots, yet there's still a lot of things that the imagination can fill in. Vile don't have that level of intrigue.
Don't get me wrong though, I'd like to reiterate Vile's one of the better Mega Man X characters. But Terra edges him out just a little bit more.
Terra; Vava is just too overrated. I mean, I like- loved- him in the anime, but Terra (if you've read the comics) is WAY cooler. Plus, you know.. He beat Mega Man once. He's the only one ever to do so. X is beat multiple times throughout his series I'M JUST SAYING

Albert Wily. This hurts a bit, Mega Man Volnutt is quite the character in the Legends series, but he's up against the most famous villain in the entire franchise. Any other opponent and I would have thought longer on not voting against Volnutt. Bass.exe. Duo is kind of cool, but Bass.exe is that one optional (except BN3) boss that doesn't show up to fight you until you've proven yourself ready to fight him. Metal Man. This one could go either way for me, but I think the concept of Metal Man is cooler, and throwing blades is more useful than a close range kick that could still get you damaged anyway. Ring Man. Got to go with the space-themed bot once again.
Albert Wily. Again, not familiar with the Legends series as I am the Classic series. Plus, as Tails says, you pitted Volnutt against the #1 villain (no meme intended) in the entire franchise, so it was really an unfair match-up. (Also, what SSN said. The whole Moon joke is a common thing for ALL Mega Man fans, so I at least know THAT.) Duo. Again, more familiar with Classic than anything else, even the X and Zero series. (Though the two come from a close second and third respectively) Metal Man. And I'll be honest with you, the reason I like some or most characters are because of either appearance or importance. And appearance was the key factor for this choice. Same goes for Ring Man.
So I got kinda ranty here and I'm not sure why...Bolded the votes as always, though, hope that helps.
Albert Wily I'm unfortunately not familiar with the Legends series, so I can't found a vote for Volnutt. However, even if I had, I still think I might vote for Wily. Gotta give the guy points: he's very tenacious and persistent to create so many bots and try several different approaches after getting his butt kicked so many times. Yea, he keeps throwing exactly 8 RMs at you, but he's stolen Gamma from under Light's nose, kidnapped Dr. Cossack's daughter, cloned a bot to look like Protoman, masterminded an artificial tournament, etc etc. He's a stubborn, old, and (don't forget) very evil coot, but even after death, Wily's mark on the world is one not soon forgotten.
Bass.EXE I like both Duo and Bass.EXE, and their designs are both awesome, but Bass.EXE played a much bigger part in his series. At the end of every game, when you think that you're the best around, Bass.EXE is always there to provide one more challenge, often facing him multiple times in one game, to prove that he is undoubtedly stronger than you are. It's a classic Bass dynamic, but in MMBN3, we see that Bass.EXE has a background and reason as to why he is who he is. It isn't deep or complex, but it doesn't need to be; it provides us with a moment of empathy and understanding that Duo simply doesn't have. Like, don't get me wrong, we understand the idea of justice, but that's all Duo is. He appeared for Power Battles and MM8 and that was really it; his background is "I'm from space and I fight for justice."
Metal Man I really do like Charge Man, but Metal Man is just so iconic. Apparently, he was the first bot built by Dr. Wily, and I feel like he just personifies the idea of combat robot so well. If it had been Charge Man vs. Shade Man, Charge Man would've won. Speaking of which...
Ring Man. Skull Man and Ring Man are two RMs created by Dr. Cossack specifically with combat in mind. Skull Man is very obvious in this regard for obvious reasons, obviously, and I like him and he's cool and he's great look at my avatar. However, I feel like Ring Man's merciless killer side doesn't get emphasized nearly as much (I mean, look at his stage, listen to his music). A vampire robot is a solid concept, and Shade Man's design isn't terrible either (although I don't love it), but Ring Man is not only a combat bot, but is made to destroy Mega Man, and having that sole purpose, since creation, and that drive to finish Rock is incredibly uncommon in most....."generational" (if you will) RMs in the Classic series. My vote goes to him.

Doc Wiles, I just can't stand Volnutt for some reason. Maye it was the whole Dash 3 being cancelled or something and it just left a bad taste in me Mega Mouth.
Duo, ever since I played Battle Network 3 I've started disliking Bass. Just in general.
Charge Man: I can guarantee he won't make this round, but I'm voting for him anyway, for he is my all-time favorite Robot Master in any series. By Arceus, if my standalone vote is enough to express that, then so be it!
Shade Man, but only by a hair. Ring Man is cool, but... You know. I saw the Ruby-Spears Productions version and I, uh... Yeah.
